It’s hard to find as it’s not marked with the meaningful marker that most story objects have. Find the radio at the information desk in the back hallway (near the ammo backpack). You then need to use Time Vision and hold Y to extract the time stutter stream.

Once Fiona opens the door leading to the escalator, head over and look at this map next to the escalator.

On the directory map, turn around and face the doors you entered through. You will see some restrooms – a Chronon source is near the men’s restroom.

After the office area, go down a hallway with many dead Monarch guards. The path will take you through a conference room and there is a Chronon Fountain in the corner.

There are two narrations in the conference room where you found the Chronon Source. This is the first on your way, but you may want to read the email alongside to better understand the video.
