Depending on the distance and urgency of that move, it may be worth reserving the Elite TM for something else.
Ultimately, follow your instincts. If you really want that Frenzy Plant Venusaur and want it now, use your Elite Charged TM on it. You get another Elite TM after an event and if you never use it it’s a much bigger waste.
